A “background check company” can be an official record portal, a fingerprint-capture vendor, or a consumer reporting agency that compiles an employment report. Those categories are not interchangeable. Start with the legal purpose and required output, then compare providers that can perform that exact job. Official rules do not support a universal best-company ranking.
For a basic Michigan public criminal-history search, the starting reference is Michigan State Police Criminal History Records. If a statute or licensing program requires fingerprints, use the requester’s form and authorized fingerprint workflow instead of buying a name-search package.

ICHAT is the state’s public name-based criminal-history access tool. It is useful for its published Michigan scope but should not be sold or described as nationwide coverage.
A Livescan location captures fingerprints for a legally authorized request. The requester supplies the RI-030 information; the response goes to the employer or licensing agency named on that form, not simply to whoever paid a capture fee.
A consumer reporting agency can assemble an employment report, but both provider and employer have FCRA responsibilities. The FTC’s screening-company guidance emphasizes accuracy procedures and permissible-purpose certifications.
Ask the employer, licensing board, or covered facility whether fingerprints are legally required and obtain the current request form/agency code.
The LARA Workforce Background Check program is a specific example for covered facilities and workers with direct patient/resident access or direct services; it is not a rule for every Michigan employer.
Use the approved Livescan route specified by Michigan State Police and verify the service fee separately from state/FBI search charges.
MSP says the result is returned to the requesting employer/licensing agency identified on RI-030. A vendor should be able to explain that recipient chain before fingerprints are captured.
The FTC employer guidance requires a clear disclosure and written permission before an employer obtains a consumer report for employment.
Before relying on the report to take adverse action, the employer must provide the report and the required summary of rights so the person can review the information.
The final notice identifies the reporting company and preserves the consumer’s dispute rights; it is separate from the pre-adverse step.
The FTC CRA guidance requires reasonable procedures for maximum possible accuracy. Ask how same-name matches, source errors, and disputes are resolved.
Ask every prospective provider to state jurisdictions searched, official sources used, excluded record types, fingerprint program/recipient if applicable, court-document retrieval, government and service fees, report-delivery timing, and dispute process. Compare only proposals that answer the same screening purpose; do not infer quality from a Michigan address, marketing label, or unsupported ranking.
